What is the VSST Fund?

The U.S. VSST was established by Congress in 2015 under the Justice for United States Victims of State Sponsored Terrorism Act. In 2019, Congress passed the United States Victims of State Sponsored Terrorism Fund Clarification Act, which expanded eligibility to include 9/11-related victims, their spouses, and dependents. This amendment allows individuals who have received awards or determinations from the 9/11 Victim Compensation Fund (VCF) to also seek compensation from the VSST Fund.

Compensation Limits and Distribution

The VSST Fund provides compensation up to $20 million per individual or $35 million for families, with payments made on a pro rata basis depending on the availability of funds. For 9/11-related claims paid by the VSST, attorneys’ fees are capped at 15% of the compensation paid.
