In 2019, Congress passed the United States Victims of State Sponsored Terrorism Fund Clarification Act, which expanded eligibility to include 9/11-related victims, their spouses, and dependents. This amendment allows individuals who have received awards or determinations from the 9/11 Victim Compensation Fund (VCF) to also seek compensation from the VSST Fund.
The VSST Fund provides compensation up to $20 million per individual or $35 million for families, with payments made on a pro rata basis depending on the availability of funds. For 9/11-related claims paid by the VSST, attorneys’ fees are capped at 15% of the compensation paid.
