What is the VSST Fund?

The U.S. VSST was established by Congress in 2015 under the Justice for United States Victims of State Sponsored Terrorism Act. Its purpose is to provide monetary compensation to U.S. persons who have suffered injuries or losses due to acts of state-sponsored terrorism, including on September 11th. The Fund is administered by a Special Master appointed by the Attorney General, and payments are distributed to eligible claimants.

Eligibility for Post-9/11 Claimants

In 2019, Congress passed the United States Victims of State Sponsored Terrorism Fund Clarification Act, which expanded eligibility to include 9/11-related victims, their spouses, and dependents. This amendment allows individuals who have received awards or determinations from the 9/11 Victim Compensation Fund (VCF) to also seek compensation from the VSST Fund.

Compensation Limits and Distribution

The VSST Fund provides compensation up to $20 million per individual or $35 million for families, with payments made on a pro rata basis depending on the availability of funds. For 9/11-related claims paid by the VSST, attorneys’ fees are capped at 15% of the compensation paid.
